I'm working on a simple website using WWB 17 and the supplied absolute_layout template. I changed the HTML version in the project created from the template to HTML 5, but when publishing, no .css files are created. Can somebody please enlighten me on how to add .css file creation?

Follow up...I gave up on the CAPTCHA problem and switched to reCAPTCHA V2. I really needed to get the contact form working ASAP, and reCAPTCHA V2 does a nice job. No further action required on your part.
