rollover image = both the image and the hover image have congruent sizes (equal)

by the way cris and don, i did an experiment. i selected just any text on my current page and then LINKED it to my CERTIFICATION BOOKMARK ANCHOR POINT. to my surprise, IT WORKED FINE. so the question at the moment is: how come it worked on that ordinary text BUT NOT in that CERTIFICATION MENU ITEM ...
