I think it can be done using box shadows also which is purely doing it using CSS but that is for shapes and paths. But if it is a text, it would need CSS text-shadow.

The easiest way is the built-in feature pablo gave in wwb 19 which is to use the badge tool. It won't even need any custom codes. But only one badge can be set for any targeted object. So, there are built in ways and then there are custom ways of doing it.
