I have a page of newsletters to publish. I select publish changed file only but it republishes many files that have not been changed and the result is it times out. I would like to set those files as not changed so it will not publish them every time. How do I do that.

I added the link to the September file. When I publish, I select to upload changed files and it starts uploading files that have not been changed at all. Only the September file has been added.

Re: publishing
The application does not keep track of external files and whether or not they have been changed. This option only applies to internal changes.
So, all linked files (pdfs) will be published.
It is usually better to upload larger files manually to the server and use absolute links.
Note that file names of your PDFs are invalid and may causes issues now or in the future.
