Full Screen Floating Layer Question

Hello,
I have set the top layer on my homepage to use a 'Full Screen' floating layer. It can be seen at http://www.doylestowncontractor.com

But, I do not want this layer to be 'full screen' in 2 other breakpoints that i have for 768px and 320px. The image just doesnt look good on tablets or phone screens like it does on a full size computer screen. Is there anyway to set it for 'full screen' on the full size computer and not on the 768px or 320px breakpoints?
