Text setting - best values

How to set up best the values for responsive fonts in different breakpoints?
1. Direction: left to right (does it help with anything or a browser is capable of getting it form a server, or language and coding st in page properties?)
3. Line height: ? (what's the universal value if it is indeed for bet font display?)
4. Font fine tuning: (what's the best value best for cross-browser display?)
5. Output format: ( what's the option? I choose <p> for paragraphs )

And last question
6. Do not encode HTML charset (for advanced user only) - what is it for?)

There are no 'best values'. It depends on the used font and font size.
Each font behaves differently.
