If your website uses fixed/absolute layout then there is no way to make it responsive automatic because there is no structure/logic in the layout. All objects are randomly placed on the page so software cannot make sense of this.
When you used flexible/floating layout then all object will be scaled automatically,.

There are some scaling tools (see the FAQ) that may help you convert the layout for smaller screens, but in most cases you probably want to re-arrange the objects because there is less available.
