How can I setup a donation button with set value? For example a Donate button for £150.00.

Where do I add this option in the donate button?

In the Form Wizard there is a template for a variable PayPal donation button.

No this is in conjunction with a form, I just want to use PayPal button.

A PayPal button is a form. You cannot have a PayPal button without a form.
You can also right click the PayPal button and select 'Convert to form', then you can make the value variable (by replacing the hidden with an input field).
