****UPDATE**** :
I solved the issue as I put the file into the main directory where the WYSIWYG Web Builder is at and it works now...my apologies for this post !
I am using windows 10 Pro 32bit version, just purchased wysiwyg 17 and I get a VCRUNTIME140.dll error when starting the program. I downloaded the DLL file and put it in the system directory and it's still popping up. do I have to add this DLL to the directory that WYSIWYG is ? how do I fix this please , thanks.

You should not have to manually copy any DLLs, the setup automatically install missing the DLLs.
VCRUNTIME140.dll is standard Microsoft DLL, normally it will be installed in the system folder.

for some reason I had to , because it wasn't there at all , but once I added it everything was fine , FYI I hate windows 10
