pop-up window opens tiny?

Hello all, I have an employment application .pdf linked on a site I designed with WB17 some months ago. The link is near the bottom of this page below the word "Employment" https://www.paiclp.com/About.html It opens up full sized on Firefox, but as a tiny square in Edge and sometimes Chrome. How do I use the "width and height" settings for the popup to make it open full sized on any screen, do I have to specify the width in pixels or can I use "100%". Thanks for any tips you can provide!

The behavior of a PDF link is determined by the browser, based on the user preferences. So, in most cases you do not have control over how it will look when the user click the links.
