Why can I not download anything starting from blocks down on this webpage?

I managed to download the Utilities but anything beyond that does not want to load the zip files in my browser.

I just tried it and it said it could not download securely, I turned on my download manager and it downloaded.

The links are ok, but they are on another (http) server.
So, your browser may give a security message. In that case, you can try right click and select download.
