Does anyone know how to Download a File from server to my C: drive.

What kind of file? Have you tried typing in the url to the file? Example: mywebsite.com/myfile.pdf? Otherwise you can use something like filezilla.

You can also use the FTP / Publish tool you use to Publish your site. Just choose Explore from the right side and you can view/upload/download/delete/rename files from your host.
