Navigation bar versus menu

My wife and I are working on building a website, but have questions regarding what is the distinctions between a navigation bar and menu? It seems when I search the web some say the former is used on web designs to jump to webpages and the later in apps to offer access choices to a programs functionality (e.g. save, file, print, edit, etc.). However, I found a fair number of web designers using the terms interchangeably. The bottom like is that we want to create row of choices for the visitor that will allow them to jump to other pages on the site (e.g. about us, contact, products gallery, etc.) and have it be sticky so as the user scrolls those choices are always visible. So when we create this in WYSIWYG, do we select create a menu and does this reside in a header and since we want it all all pages do we first create a “master page”? I tried searching on this forum and at first go zero results and then go a message search was not available at this time. So I am writing seeking help from anyone would be kind enough to offer some clarity on what is probably a very rudimentary inquiry. Thank you in advance for your help. Ron

There are many different menu types. The main diffidence is how they look and whether or not they support sub menus.
Which one you use is a matter of personnel preference.

The navigation bar is a singe level menu with image buttons
A menu bar is a multi-level menu using JavaScript
A CSS menu is a multi-level menu using CSS.

Creating a master page is the right way to do this. Which menu/navigation bar you use depends on what you want to do with it. But it's easy to swap them in and out.

If you need help on specific items, just ask. I've created a (free) template which you can find here viewtopic.php?t=93336 with master pages, menus and other stuff.

Menus that use the 'affix' option will make it 'sticky'. You can also place on a sticky layer or fixed header.

As already mentioned the use of Navigation/Menus is really down to your needs and requirements this includes the styling of your page, colour scheme etc.

This is a message for Alan regarding the sample you recommended that I download and play with. I was wondering how I can edit the top menu/header? I can select everything else on the page, but not it.
