Extension Mgr - Failed to disable

Trying to streamline my extensions. In Extension Manager when I try to Disable an extension I am getting an error message that says
"Failed to disable extension. Maybe it's in use?"
I don't have a website open in Wizzy when trying to do this.
Am I missing something?

Maybe the extensions folder is blocked by Windows Ransomware protection?
