How are you arriving at that view? Please tell us step-by-step how to reproduce this.

I have a WWB project with 12 pages. I need to change the page title of all pages at once. So I tried 'Page>Site properties' from menu bar.

Why would you need to have the same title on all 12 pages??? I don't think that would be great for SEO.

But, with only 12 pages, it'll take you probably no more than three minutes tops to go through and change each page title individually (use copy and paste).

Why would you want all page titles the same?. The titles properties are page specific so they cannot be updated in the Site Properties all pages at the same time. You will also notice that other properties are greyed out such as Size: Page Height/Width as this could corrupt other pages if the content was different on each page.

These options are intentionally grayed out because these values should be unique for each page.

Note that this is also documented in the help (F1).

If you really want the title to be the same for multiple pages (not recommended) then you can use Multi-page properties

That will get a penalty from Google and other search engines from it being indexed if it has duplicate titles. As Pablo said not recommended to keep all titles the same. It has to be different and must be done manually.

If that mistake is done then it's like saying go to contacts page to go to the contact page which leads you to the contact page which does not lead you to home page.

It's not just better: it's an absolute MUST.

However, there is nothing stopping you from including repeated details in the page title. On my website, my page titles follow this pattern:

Home Page | Ali Wright | Amateur Photographer
Contact Me | Ali Wright | Amateur Photographer
Galleries | Ali Wright | Amateur Photographer

This is the TITLE (NOT the name in Site Manager and not the menu name). Maybe this is the sort of thing that you need?
