SuiteCRM is a fully opensource CRM system that is free to download and use. There is a marketplace for paid add-ons, but the Suite is pretty powerful without a need for extra add-ons. It can be customized to suit many needs. I built a Government Messaging system using SuiteCRM as the base. So from a cost standpoint there is little outlay. It will take some time investment to set it up and use it. Using it as a foundation and we will see what more to fill in.
