Well what do you think it is?. Responsive text is where the font size(s) will adjust accordingly to the device and viewport size so to make it have easier readability across multiple screen sizes.What is the difference ?

There is also a section about this in the help (F1)

Regular text well it is "Fixed" or "Absolute" to one size so it remains the same in size across all screens this makes it readability harder.
So if designing for the likes of mobile devices you should always use responsive text.
