Problem with a dialog/layer pop-up

Hello Pablo,
I have been using your software for over 10 years very successfully, however I have encountered an issue that I cannot solve.
Senario: I have an index page that has a menu on it. When a user arrives at the page, a banner pops up with announcements. I have set this up as a layer and also tried it as a dialog. The user then click on the menu item they want to view. Each page they view has a link to return to the main menu (index page).
Problem: the layer or dialog shows up each time they return to the index page.
What I want: I want the layer or dialog to show up only on their initial visit to the index page AND NOT SHOW UP AGAIN FOR SPECIFIED TIME, IN THIS CASE 30 MINUTES. So they will see the pop-up announcements again only if they revisit the index page after more then 30 minutes, either from my link or a new initial visit
I tried some script samples I found on this forum and elsewhere and the I could only get the layer to always appear or never appear.
I tried the dialog with cookies enabled but 1) I could only set it for a day and that did not seem to work (if I tested the page and then cleared the browser cookies, the dialog would never show up a second time) and 2) even if enabling the cookies worked, the cookie could only be set for a minimum of 1 day as decimals are not accepted.
I have attached a stripped down demo of the site. To reproduce the issue reach the index page, close the dialog and choose "contact" (as it was the only unprotected page), then click the home icon to return to the index. You will see that the dialog pop-up reappears. I am looking to keep it from reappearing for 30 minutes regardless of how they return to the index page.
I am not an extremely fluent programmer (which is why I use your excellent novice-friendly software).
Any suggestions would be appreciated.
