Am I right in thinking that if I create a basic web site using WB15, that no cookies are created when a user accesses the site?

By basic, I mean a set of pages, with headings, text, images etc. So, WB15 isn't doing anything that causes a cookie to be created.

Correct.

Cookies are only used by the login tools for saving the login data.
