I am looking for a "magentic scrolling" solution

Hello everybody,
my client asks if I can realize a kind of magnetic scrolling in an onepager.
What he mean is that when scrolling the page manually, the sections snap directly to the start of the viewport when he release the mouse button. So that the section, which is located next to the start of the viewport, will be aligned automatically exactly at the top of the screen.
Unfortunately the client couldn't show me an example, so I hope that I described it in an understandable way.
Has anyone ever done something like this with WebBuilder?
