Your site is simply using a floating layer with the video as the background. You can set the background of the layer to 'video'. If the video is on youtube or vimeo, you can add the video to the background by inserting the link to the video. You can also add your own video but you will need to type the path to the video yourself. For example, if you place the video into a folder called 'video' then you would type: video/file.mp4. However, if your video is not full width it may not fill up the layer. There is no option to add 'cover' to the video unfortunately like you can do with an image.
RZ has an extension here:
viewtopic.php?f=53&t=69905 that is very good and allows you to add a video easily with many options.
The only kicker is I don't believe either gives you the parallax effect you are seeking. If you can live without that, then the RZ extension is your best bet.
Maybe if RZ sees this he could look at adding this functionality!
As for the text, simply place text inside the floating layer centered where you want it.

Thank you for your informative reply.
I think you a correct to say parallax video is not an option.
I still cannot place text on the video (overlay text) as then text could only be placed above and below the video in a separate layout gird.
The video is also placed within a layout grid, could this be the reason why text will not overlay the video?
