Can WYSIWYG be used to create HTML email templates?

I would like to use WYSIWYG to create HTML email templates for use with PHPList? Is this possible? If so, can they be responsive?

WYSIWYG Web Builder not create email templates because HTML for email is very limited, so that means 80% of the features would not work.
