Link to a file.........

Hi all 
I had just purchase new 16 version......, it's very strange......I cannot find any way to create a simple page with some link to open a file, atuomatically without to specify, manually, the path, example: ...."<a href="url">link<a/>"...... Is it possible need to write in every link added in page, the html format manually? I think to exist some procedure to choice the linked file to insert into page, really? I don't know
