I am currently using Web Builder v14.

Can I make a template which looks same as this or will I need to get v16 for that:

Any tips on how I can create the menu and buttons to look the same appreciated.

I haven't actually tried to make it but quickly looking at the video, the menu could be made with the CSS menu and the buttons with the themeable button.
