I have pages on my site that have content in a layer , text, image etc
when i access a page on my samsung tablet and put my stylus anywhere in the layer area i can move whatever is in that layer, is that normal ?

What exactly do you mean by "i can move whatever is in that layer,"? When you move it, does it stay where you stopped? Looking at it on my desktop i can grab your image and drag it if I hold down the left mouse button but when I release it stays put. I'm able to do it in Edge, Chrome and FF.
