Trying to use SCEditor for a simple notice board feature.

The 'Insert an Image' button only provides a window to 'Insert a url:' link.

Is this a bug and has it been fixed or is there an update I need to apply?

I think the "insert image" expects the URL of an image. So, the behavior is correct.

In my experience most images that users want to insert are found on their computer rather than on the internet.

I was expecting to have the ability to 'drag and drop' or search for a file/image.

How do I insert an image that is on my desktop or computer?

Sorry, I don't think this (third party) editor supports this functionality.
In that case, you will need to use a different editor. For example, nicedit
