Erorr on new website

Any idea why am I getting this error ?
It happens when trying to create new website from template (WWB-17)

I have seen that when trying to copy items from WWB 16 to WWB 17. But never in a template. Which template is it?

doesn't matter, it pops up before the template window opens... (another words - every template)

Maybe there is a file in the template folder, which is corrupt or is not a template file?
