I have read through the forum and did not see anything that would help me.

I have used a shape for a button and have linked an excel workbook to it so it can be downloaded: see link http://casemanagerresources.com/PA-Resources.html I changed the color to the button I am referencing-the website is still a work in progress

my question, is it possible to have a text box or something similar pop up when the cursor is hovered or rolled over the box. I would like to briefly explain what the individual is about to do

You could use the tool tip object.

tool tip is the answer just need to learn a little more on using it

The popover card seems to work well on in the "preview in browser"

I published ad\nd there is nothing when I hover over the button

that is odd

There is no difference between Preview and Publish so generally this indicates that not all files have been published. Please ensure that all files are correctly published and try again. Note if you are trying in a mobile devices then hover is not supported as for hover to work it requires the use of a mouse which isn't used in mobile devices and Desktop only.
