you can look at the problematic Raleway font line spacing. Line spacing 1.0 is greater than 1.1, 1.2, and so on.

WHat happens if you turn off Direct 2D (Options somewhere)

This is a bug in Windows (confirmed by Microsoft).
As a workaround you can disable Direct2d.
