Why is pasting texts different?

I have some text in a Word document (although it could be copied from another web site) which I copy.

If I take an empty wbs project and right click the page and click paste, WWB takes the text and pastes it in with no formatting.

If I drag a text object onto the page and then edit that and paste the text it, the formatting stays.

So, what is the difference? Why does one apply formatting and the other not? They are both text boxes.

This is intentional behavior.
If you copy inside a text object (which is a rich text editor) then Windows will copy the RTF (rich text format) into the editors.
If you copy directly on the workspace then plain text will be copied.
In most case, plain text is the safest option because Word text may include unsupported formatting which can break the HTML.
