Hamburger Drop Down Not Working

The hamburger drop down is not working on small screens, not sure why this is.

Decreasing the browser to small screen or on a phone, it does not drop down.

Any help on with would be appreciated.

I'm not at my computer to check but looking at it on my phone it appears that either the menu is going behind the layer in front of it or you need to adjust the overflow for the layer the menu is in.

Thanks for checking, I have the layer on a master page so just added the master page. Did not add as a separate layer on that page.

Did not do that, set it up and seems to be fine now, thank you to all, much appreciation.
