Why use 'pageheaders' or 'pagefooters' when you can use layers?

I never understood why go through the trouble of adding a 'Page Header' or a 'Page Footer' when you can simply add layers.
Seems like footers and headers are too limiting. Whereas as layers can be positioned and adjusted in size... they work fine by themselves.
What am I missing?

I believe page headers/footers can also be adjusted in size. Page headers can be used to fix the header at the top in front of content. How exactly are they limiting?

I think it has more advanced use thats why yes there are tricks of using pageheader and pagefooters, not just that but also layout grids and flex box also, we use it in modernday bootsrap framing. Headers main purpose is to contain the menu. And for the footer to contain the copyright text. The more advanced a user is the better they can implement the tools.

It seems to cause my layers to shift all over the place; I cannot place them where I want them. Sometimes they jump to behind another layer. The only thing I can deduce as to why it's happening is the pageheader I tried to implement.

However, the issue still remains. Are you able to provide me with a tutorial on dealing with headers and footers in WebBuilder, specifically?

However, the issue still remains. Are you able to provide me with a tutorial on dealing with headers and footers in WebBuilder, specifically?
For me the more you play around with things the more you imagine the better the results become.

A page header / footer object is basically a simplified layer. It's a layer where only page header / footer functionality is enabled in the properties.
If you need help, then please share a DEMO project so I can see what you have done.
