Video player html5 file mp4 264,but need fast segment function or optimization network..?

The video will be published "AS IS", so any video that is HTML compatible will work.

If I am understanding this what you asking, is that it can be made to select or jump to a specific part of the video? If so then this will require a custom script to make it possible.

Yes but I need to know, video size 250mb so loading slow.. So I think video player can segment so faster loading.. Like YouTube.. Or not?

If your hosting this yourself on your own server then file size is important as your host may limit the bandwidth to play back. I would suggest you upload to YouTube so your video is optimised for playback for all users.
