I want to creat a looping video background to a page, setting the video to a low opacity.

Is this possible if so any suggestions gratefully received

The HTML video and Youtube objects can be set to background (fill entire browser window)
But you can also use a video as the background of a layer or layout grid.

You can use make it a docking layer and set it to 'fill'
