Hi,
I have a site I built a few years ago with WYSIWYG and its fine, but its not responsive/mobile friendly.
Google search has penalized me hugely for this in results.
I actually have 3 URL's that I want to post the same content to to save maintenance time, if that doesnt also penalize me.

I basically want to have someone create something similar to what I have now, only simpler.
I am not interested in investing the time to figure out responsive, so want to hire someone who already has gone through the learning curve and knows good SEO practices.
I would be able to handle the site maintenance after the site is built.

It doesn't look that hard to put what you have into layout grids. Maybe try it yourself and see what happens before you lay out a large wad of cash.
