IP address forces a popup

Hi All
This is not a WB question but just a general question I've been thinking about.
Does any know if there is script or some html code I could put in a page that would trigger a popup page or frame if the IP address came from a certain state or province?
This NOT to make some kind of spam.
Just thought it would be nice add more information of a product in conjunction to location of the viewer.
