WYSIWYG Web Builder Hungarian language file.

I created the WWB Hungarian language file for the above version.
The translation is approximately 95% complete. (There are some parts that cannot be translated.)
The translated parts are:
BCGP_RIBBON_XML
Menu
Dialog
String Table
Dialog Data.

The link in the very first post still belongs to version 18.3.1.
There are times when the language file does not load due to the version number.
That's why I updated it to the latest one (18.3.2).

I have updated the Hungarian language file belonging to the WWB 18.4.1.0 program dated 10.06.2023.
I updated the php script in the SMTP.PHP entry in the "PHP" section to version 6.8.1.
I corrected some translations.
