If I have a button in a card, the button is only clickable if you hover over the text and not over the colour outside the text, but inside the button.

Is this expected behaviour? A normal button doesn't do this.

Yes, this is expected behavior for a card button.
Note that you can make the entire card clickable with the 'stretched link' option.
