*SOLVED* Unsure if border, "image+color" style etc—need it gone

Hello, please look at two pages of my website:

I have attached a .zip file with a demo .WBS file, with only these 2 pages so you can compare. The two pages in the project are "index" and "client-testimonial-cole-ac". Here's the link:

(can you let me know you downloaded this, and then I'll take it down off of my web-space?)
On both live pages, the issue is towards the very top of the page. It's the same Layer on each page, which is where this issue is happening. So on that layer which shows some buildings, and then the live text that says "ONLINE PEACE OF MIND"; this is the Layer with the issue.
If you'll notice, on this page: https://travisjconsulting.com/client-te ... ole-ac.php , there is no thick border in between that top white-bg layer (with my logo on it) and the layer with "ONLINE PEACE OF MIND" on the 1366, 1024, 768, and 320 breakpoints. This is *good*.
*BUT*, when you go to this page: https://travisjconsulting.com/index.php , notice there *IS* the thick border in between that top white-bg layer (with my logo on it) and the layer with "ONLINE PEACE OF MIND" on the 1366, 1024, 768, and 320 breakpoints. This is not good. I need this to go away. I would like how https://travisjconsulting.com/client-te ... ole-ac.php page handles this to be the "model".
I figure I’m missing the setting somewhere; or are missing the “Border”, or style >> image setting, or some other setting I’m just not remembering or seeing.
