Ok I see where we can get a discount for upgrading to the newer version 19 for so much money but what if I want the all extensions pack too? what will the cost for both be? the upgrade and all extensions pack?

The discount applies to the WWB license.
The extension packs which are included in the plus bundle are already majorly discounted.
