"don't publish" in [Onject manager] not work

hi
i have new version 19 wwb. so i find issue: i did click Don't pulish in Object manager , item but i preview browser result it is published.. maybe it is a bug? (item: lottie)

This is not a bug.
The option 'Don't publish assets' means that the assets (files) of the object will not be published. The HTML itself will still be published.

preview in browser (baby server) there are items this mean item is present in preview so not work : don't publish

This option applies to publish not preview. Unlike publish, in preview all files will be regenerated each time, because previewed pages have no permanent storage.
The purpose of the 'don't PUBLISH assets' option is to prevent large files from being uploaded. For example, so you do not have to upload large video files each time.
