Fixing Header

Excel has a feature that allows the user to fix and set the top two rows, so that regardless of how many rows a user scrolls down, the top two HEADER rows always remain visible.
Can this be done in WYSIWYG ??
Web pages have become longer. When a user scrolls down on the home page (or any page), the website header information is no longer seen. Is there a solution in WYSIWYG where we can lock the header information at the top of the page so that regardless of how much the user scrolls down, the header always remains visible?
This banner (header) contains the customer's logo, 800 phone #, images for accessing support, menu bar, background color, etc....
If this can be done, please share in detail how this can be done.
