Can I customize the area "outside" of the page dimensions?

Hi Everybody
I have in mind to display a different image/colour combination to all of the spaces that are NOT part of the webpage display itself. I've seen that area referred to as "pasterboard" in some documentation.

In the example, the page dimensions have a brown gradient background. The area outside of the "page" is just a topographical image.
My question is: Can I even manage that area outside of the page dimensions? What tool will allow me to do that or HOW can I do that?

The image is way to small (125x122) to make any sense of (viewing on mobile/cell) to see what your trying to do. To help it is always best to provide a demo project so it can be viewed and then a answer can be given.

The outer part is just the page background. The inner part is a container, like a layer, or layer grid with a different background.

I've attached a larger image to better describe what I'm trying to do.
At times, I'm sure that the device view screen will be larger than my breakpoint. I want to
control the display that visitors will see when that happens

The topographic image IS the page background. The bubbles background would be the background of a grid, layer, etc.
