Does this mean I can change the font size or scale in the dialog boxes? If so, how?

No, you cannot scale the font. The font scaling is handled by Windows. You can control this via your display settings.
What has changed is that WWB now rounds fonts size of dialog up, instead of down.
For example, if your display settings are set to 150% then the font could be too small in some cases depending on resolution and scaling because of rounding errors.
