Is there a way to send the user to the top of the site when refreshing the page?

Doesn't the browser automatically take you the top when you refresh a page?

If on opening the page and it has any section(s) such as a paragraph bookmarked then even after a refresh it will always point to this.
If the page has a iframe with content then only the main page with it will refresh not the content in the iframe.
As always it is best to provide a link just so we can see the layout of the page and how it's navigation is. Also remember that how a page site works will be different in each browser and device used such as Desktop and Mobile.
