I put 4 sections in a layout grid. Completed them in the same way with the same settings but the first one does not display IAW the setting. and has a "Change on click" effect. The following 3 all display correctly in the web builder.
Local publish and the position is reverese. The first displays correctly and the following 3 not. ( see the images pasted at the link)
I published to the server. ( eslschoolhelp.com/index4.php ) and the result is the same as local publish.
I have checked all settings but cannot find any anomaly.
Link to my onedrive for the .wbs fil and images.

Re: sections - differing layouts and inaccurate dispaly
When you share a demo project can you please remove everything from the project that is not relevant to your question? So, it is immediately clear where I need to look to see the issue.
Otherwise it will take me a lot of extra time to figure out what you have done.
For further details about how to share a project file, please see this FAQ:

On the page 'index4', in the layout grid the first column has two sections (Sections3 and Section9). Is this intentional? What is the purpose of this?
What is the layout suppose to look like?
Your breakpoints are incorrect. The default view should be the widest view. So, the 1200px breakpoint is not valid.
Also, note the explanation icons on the breakpoint tabs which indicate that the layout needs to be reviewed before publishing.

This is a .wbs with the page only.
I am sorry for the problems but my process may be different and I have done several corrections.
The two sections ( 3 and 9 ) was an error and 9 has been removed. I had not caught that so,"my bad."
I would normally 'tidy up' the breakpoints at the end,as I tend to just get default correct and then go down the orde, correcting as I go.
Default is now set at 1920. There are now no more warning signs.
However. the fault persists as before with section 3 looking ok but 1,5 and 4 still not presenting the same in all breakpoints EXCEPT in the default at 1920. I THINK I have set all as like for like including 'Layout' - height as FIXED, as that is what is was in Default but I do not think that is correct. In any case It does not change the problem.

Re: sections - differing layouts and inaccurate dispaly
The styling of the 1200px breakpoint is different than the default style.
If this is not intentional then you will need to set the same color in the breakpoints. Or use 'Reset all properties' in the property inspector.
I still do not understand why you need a 1200 breakpoint? Breakpoints are mainly for adjusting the layout for smaller screens. Not for desktop.

Re: sections - differing layouts and inaccurate dispaly
What do you mean "styling of the breakpoint"?
If it was just effecting 1200 then maybe I can see but something is effecting ALL break points except default and has something to do with the affected sections.
Can you guide me as to the sections problem please.

Re: sections - differing layouts and inaccurate dispaly
What I mean is that the colors of the sections are different in the breakpoints
To see this, simply switch to a breakpoint and you will notice the background color for the sections is different.
The quickest way to solve this is by resetting all properties via the Property Inspector.
