Scaling

I use the layout grid - I do a pretty decent job at scaling the images and text for different view points. I use Google Chrome developer tools to check how it all looks. I am pretty obsessive about it, checking and rechecking. It sucks up a ton of time.

What's your approach to this? Any tips or tricks that you learned along the way?

I generally set full width to "true" and then design the cells of the grid to look OK at each viewpoint.

personally I don't mess with scaling. I set font size in each breakpoint. 18 for largest, and 14 for mobile. But that's just me.

I agree with @bob here. I do not mess with scaling too. I think there is always a general font size which almost everyone follows as a guideline. 14px-16px is the average for any fonts and it should be at least. 18px is almost an h6 header font size but that is when other parts of the headers and titles may need font adjustment to be a bit more gradual in terms of design.
