The template I am studying is "animesalon.wbs".
On the wb19_animesallon_contact.html page, there is the object contactLayoutGrid1. There is also contactLayerGrid2 which appears to be inside contactLayerGrid1, placed in the middle column.

How is contactLayerGrid2 placed inside contactLayerGrid1?

You can just drag a layout grid into another. This is called nested grids. I do it quite often.
