Site Manager Ribbon Not Working

Hello Community
When selecting 'view' in the ribbon I cannot select to view/hide 'properties' and 'site manager' using version 18.
I can select to view/hide 'toolbar', 'object manager', 'break points' and 'blocks' no problem.
I have downloaded 'resetworkspace' but did not solve this.
I have reinstalled the software but did not solve this.
Please advise.
