Can I place a card container where I want it to be?

If I use a card container, it seems to stick itself to the top of the page. How do I get it so I can drag it where I want it?

I have learned to treat the card container like a flex container or layout grid without fixed position (except they automatically go towards the top or under the bottom of an existing flex container), and move up or down the page using the arrange dialog.

A card container is a floating element, so it is positioned in the flow of the page.
